She’s Saber from Fate/Stay Night. Everyone knows what Fate/Stay Night is (though I didn’t about a year ago ^_^).
You’ve most likely seen multiple variations of the phrase “And so I pray: Unlimited Blade Works!” on some blogs.
I think there’s the Dark Saber figure out there but it doesn’t look as cool as this picture though. (:
