I really don’t feel there is a decline. I think there are different styles and maybe in some instances they do cheap out on production due to how expensive everything has become. Much like video games (generally RPGs). Maybe this is the new art style as art changes through the years?
I find most voice actors that are Japanese (I listen to my anime in Japanese with the fansubs) are perfect with the character. I refuse to watch the english dubs because it is something similar to an atrocity.

It’s good to see that many people are satisfied with the way anime looks nowadays.
Not ALL english dubs are bad; excluding Excel’s voice, I think that Excel Saga’s dub is quite good, if not superior to the Japanese version.
